Background of the Study
Rural electrification plays a vital role in economic development, poverty reduction, and social well-being, particularly in developing countries where access to electricity remains a significant challenge (Ahmed & Yusuf, 2024). Nigeria, despite being Africa’s largest economy, faces substantial disparities in electricity access between urban and rural areas, with rural communities experiencing persistent power shortages (Bello & Musa, 2025). In Zamfara State, particularly in Gusau South Local Government Area (LGA), the lack of stable electricity supply has hindered industrial growth, agricultural productivity, and educational development (Suleiman & Danjuma, 2024).
Local government policies play a crucial role in facilitating rural electrification by implementing infrastructural projects, supporting alternative energy solutions, and partnering with private and international agencies to expand electricity access (Ibrahim et al., 2023). In recent years, the government has introduced policies promoting renewable energy, micro-grid systems, and public-private partnerships to improve electrification in rural areas (Aliyu & Salisu, 2023). However, despite these efforts, many rural communities in Gusau South continue to experience unreliable power supply, with frequent outages and limited grid coverage (Mohammed & Garba, 2025).
Research indicates that effective rural electrification policies lead to improved business activities, better healthcare services, and enhanced educational opportunities (Usman & Yakubu, 2024). However, challenges such as inadequate funding, bureaucratic bottlenecks, and corruption have slowed down the progress of rural electrification projects (Abubakar & Musa, 2023). This study aims to assess the impact of local government policies on rural electrification in Gusau South LGA, examining their effectiveness, identifying key challenges, and recommending strategies for improvement.
1.2 Statement of the Problem
Despite various local government initiatives to improve rural electrification in Gusau South LGA, many communities still lack access to stable and affordable electricity (Ahmed & Yusuf, 2024). Poor policy implementation, inadequate funding, and technical inefficiencies have continued to hinder progress, leading to slow economic development and reduced quality of life in rural areas (Bello & Musa, 2025). This study seeks to examine the effectiveness of local government policies in addressing rural electrification challenges, identify major barriers, and suggest policy recommendations for improved electricity access.
1.3 Objectives of the Study
• To assess the effectiveness of local government policies on rural electrification in Gusau South LGA.
• To identify challenges affecting the implementation of rural electrification policies.
• To propose policy recommendations for improving rural electrification.

1.5 Research Hypothesis
• H1: Local government policies significantly influence rural electrification in Gusau South LGA.
• H2: Inadequate funding and policy implementation challenges negatively impact rural electrification.
• H3: Strengthening policy frameworks and increasing investments will improve rural electrification.
1.6 Significance of the Study
This study is significant for policymakers, energy sector stakeholders, and local community leaders involved in rural development. It will provide insights into the effectiveness of local government policies in addressing electricity challenges, offering data-driven recommendations for improving electrification efforts (Usman & Yakubu, 2024). The findings will also contribute to academic research on rural energy policies, serving as a reference for future studies on sustainable development and local governance (Mohammed & Garba, 2025). Additionally, the study will help local authorities understand the impact of their policies and make informed decisions regarding rural electrification projects.
1.7 Scope and Limitations of the Study
The study focuses on local government policies and their impact on rural electrification in Gusau South LGA, Zamfara State. It examines policy effectiveness, implementation challenges, and possible improvements. Limitations may include difficulty in accessing government reports and data on electrification projects.
